About MSF Lebanon Branch Office
Established in 2018, MSF Lebanon has progressively consolidated its role as a stable and strategic institutional presence within the MSF movement, operating in a region shaped by protracted crises, high humanitarian needs, and complex operational environments. As a Branch Office, MSF Lebanon contributes to MSF’s social mission by combining operational proximity, regional anchoring, and institutional continuity beyond operational cycles.
MSF Lebanon is positioned as a decentralised and networked entity, leveraging Lebanon’s and the region’s human resources potential, communication capacity, and connectivity to support MSF Social Mission locally, regionally, and globally.
MSF Lebanon’s strategic ambitions for 2026–2031 are structured around three core priorities:
- Bearing witness, speaking out, and stimulating change
Positioning MSF Lebanon as a reference for Arabic medical-humanitarian communication, strengthening its ability to shape narratives, engage audiences, and amplify the voices of patients and communities across Lebanon, the MENA/WANA region, and globally. - MSF Lebanon as a strategic HR partner
Strengthening its contribution to the global workforce by attracting, developing, and mobilising diverse and skilled talent from Lebanon, Egypt, and the region, aligned with operational and emergency needs. - Building civil society partnership expertise
Developing structured capacity to support MSF’s engagement with civil society actors, enabling more effective, context-adapted, and partnership-based operational models.
Across these priorities, MSF Lebanon aims to support MSF Social Mission more effectively, strengthen public engagement and advocacy, and contribute to a more decentralised, diverse, and globally connected MSF.
Today, MSF Lebanon comprises approximately 50 staff, including decentralised positions. The majority are based in Beirut, with a smaller presence in Cairo.
To achieve the HR strategic ambitions, the jobholder is responsible to develop, plan, organize and deliver HR recruitment services and employer branding initiatives in the region to enable MSF Lebanon in becoming an employer of choice among the profiles we recruit.
To lead recruitments for MSF Lebanon to ensure optimal contribution towards operational staffing needs of the MSF movement, globally in compliance with MSF recruitment principles, criteria, policies and frameworks:
- Is responsible for building the recruitment strategy for MSF Lebanon.
- To recruit the future International Mobile staff resident in Lebanon and Egypt for global MSF operations within the define turnaround time.
- Contribute towards recruitments from the diversity, inclusion and equity (DEI) lens agreed upon for MSF Lebanon.
- Actively explore creative ways of attracting and sourcing candidatures and build a network of key stakeholders for our recruitments.
- Accountable for following the recruitment process end to end and contributing towards data analytics.
- Contribute towards regional and local recruitment when needed.
- Contribute towards special recruitment projects as agreed with MSF Lebanon and Operational Directorate.
- Focal point for recruitment and focal point for all recruitment outreach initiatives for MSF Lebanon.
Accountabilities
Efficiently develop a pro-active recruitment strategy for MSF Lebanon and process applications received for the international mobile staff pools
- Design and implement recruitment strategy for MSF Lebanon for the targeted audiences and profiles.
- Implement and lead the recruitment process of International Mobile Staff profile according to the global operational needs of the MSF movement and manage diligently all steps of the recruitment process in accordance with the criteria laid out by the technical and HR departments and thereby ensuring an equitable, fair, transparent, efficient and accountable recruitment processes.
- Support in the development of new tools and innovative recruitment approaches, keeping in mind data protection.
- Ensure qualitative and timely screening, and follow-up on the applications that arrived through the internal Applicant Tracking System (HERO/HR software), meet deadlines for contacting the candidates and providing them with appropriate information on their file status; by providing constructive feedback to all the candidates who have gone through the selection process, whether they are ultimately selected or not.
- Collaborate efficiently with key internal stakeholders from the headquarters for recruitment and pool management for technical validation of profiles, liaise closely with Development Advisors and Line Managers for profile recruitments.
- In a timely manner, write reports of the pre-screen interview, the Assessment Centre (AC) and Competency Based Interview (CBI) done, as well as the reference check, criminal record verification; and add any information and document needed in HERO to make the file as comprehensive.
- After successfully recruiting a candidate, conduct a qualitative debriefing of the interview with the candidate and provide support for potential placement based on operational staffing needs.
Contribute to improved applications attracting and sourcing (both offline and digital platforms)
- Explore the Lebanese and Egyptian job markets and identify the specific potential of the market with regards to MSF International Mobile Staff needs.
- Develop and implement tailored engagement and outreach plans to effectively target potential International Mobile Staff, and actively participate in job fairs, meetings, and events with syndicates and alumni groups to strengthen connections and attract potential applicants.
- Assess existing recruitment practices and explore and further develop, implements more efficient and innovative ways of conducting recruitment and applicant engagement.
Contribute towards recruitment focused on Diversity, Equity and Inclusion (DEI) & high-quality recruits
- Contribute towards the DEI ambitions of the office and improve the diversity of the pool.
- Focus on recruitment of high-quality pool members, with special emphasis on values and behavioral commitments of MSF.
Contributes to reporting and analysis, and to special recruitment projects
- Carry out quarterly data analysis and compilation of trends in term of recruitment, needs and market trends.
- Contribute to general HR Reporting and statistics.
- Collaborate with Development Advisors and other Recruiters (& Pool Managers if needed) in the analysis of the pool to make sure MSF’s future operational staff needs will be fulfilled.
- Undertake additional projects linked with Recruitments as requested by the Line Manager to support the Operational Directorates and operations on ground
- Undertake additional recruitment-related projects, as a part of Strategic Ambitions of the HR Department to strengthen recruitment support to the Operational Directorate and field operations, respond to emerging operational needs, and contribute to improving the effectiveness and responsiveness of recruitment processes.
Quantitative aspects of the role:
Aiming to receive over 500+ applications annually, ensuring a strong pool of candidates for recruitment.
Targeting the successful recruitment of 35-40 candidates per year meeting the staffing needs efficiently.

- Internal stakeholders: Line Manager, Development Advisors, Pool Managers, HQ Recruiters, Technical Validation teams
- External stakeholders: Applicants, Alumni bases, Universities, Professional syndicates, job portal focal points
Education:
BA degree in HR/Administration, Psychology or related social science subjects.
Master’s degree in Human Resources is a plus.
Experience:
3 years of experience in end-to-end Recruitment, preferably in a not for profit/ humanitarian organization/International Humanitarian organisation
Languages:
Fluent in English, Arabic (oral and written) is essential; French is a plus

- In-depth understanding of recruitment principles and processes, including innovative approaches to candidate sourcing, applicant outreach and engagement.
- Demonstrable experience in Competency-Based Interviewing (CBI), with strong skills in assessing candidates against competencies and role requirements.
Other Requirements:
- Excellent interpersonal and networking skills, with a high degree of organisational awareness and sensitivity.
- Ability to work independently and effectively in a fast-paced, dynamic environment, while collaborating closely with a diverse team.
